Whatisit? Quiz # 314

Two men, driver and mechanic, at full speed in their sports car. To be honest, that’s about all we know about it, so it’s up to you to fill in the details. Of course we do have a few clues for you, it’s French, the first name of its creator was Jacques and his company was in business from 1918 until 1930 during which time they had a very complex range of models. What we want to hear from you is the make, but of course the infamous T-shirt will go the one who can tell us the most (that is to say within 100 words) about this car.
