What is it ? # 39 (UPDATE)

Nobody guessed the car that most probably is a 1923 Minerva; a 15 HP ? (there are still certain doubts) This according to Tony de Bruijn of the Dutch car upholstery firm Autobeklederij A.P. de Bruijn, since 1929. The car shown used to be the official transport for the mayor "den weledelgestrenge heer de Burgemeester van Oud en Nieuw Gastel. Driver was Mr. van den Boom, nephew of the man who started the upholstery firm. The car benefitted from several adaptations done by the firm. (photo courtesy Tony de Bruijn). Recently our little competition was won by an upholsterer. Those people see many cars as you may know. This photo was sent to us by another car upholstery firm. They claim to have been in business a long time and I asked them to give proof of that. As an answer they sent this photo and recollected that the owner had changes done by their firm at the rear-compartment. (As chauffeurs are not supposed to complain, changes to that part of the car were rarely necessary.) Anyway all this small talk doesn't bring you further in finding out which make & type of car it is. We are very interested to learn from which part of the world the right answer will come.
