What is it ? # 45 (UPDATE)

With the last competition of the year we did everything to make life hard for you. But nothing will help. You all are so damn knowledgeable...! Fortunately we had only one competitor really coming close. He didn't listen do my non-information about a 1914 magazine. He didn't believe my enlargment URL about the famous 1914 Russo Baltique (scale model built by Gerald Wingrove and from The Wingrove collection) and claimed: "I would say 1930-31 model A Ford. It looks like it has 19" wheels on the back. Maybe a 34 grill shell and a home made body." In fact all wrong, yet most close to the real answer by Andrei Bogomolov:"This is GAZ-A Sport handmade in 1937 by A.I.Girel from Leningrad. It is not made from Ford but from GAZ parts, but GAZ-A was a licence built Ford-A here in USSR. But as this car is from 1937, it already has the grille of the new generation model - GAZ-M1 (not exact, but almost a copy of the 1933 Ford. For instance GAZ-M1 grille was ifferent)."
