What is it? # 47 (UPDATE: 7 good answers!)

Probably we should leave away all hints next time. Whatever we do to make life hard for you, you come up with the right solution. And not one, no less than 7 (!) of you had the make right. This was not part of the question but most of you saw that this car is a bronze statue by the artist Jean Marc Gaspard. Not a Pipe, nor an Abergal, Excelsior or Nagant. It is an 1911 Springuel 12 HP, built in Huy, Belgium (not Liège like other sources claim), where also this statue is to be seen. Winner Paul Linster came with the additional information:'The 12 HP Model (1911),with which Van Durtal won the "Coupe du RACB" in the "Grand Prix de Belgique" 1913. 4-cylinder-engine 75 x 120 = 2,12 l - inlet valves in head, outlet "lateral". Already 4 gears. Springuel started activity in 1902 in Huy and firm name "S.A. des Automobiles Springuel" was chosen in 1907. Fusion with Imperia in 1912, but name was maintained until 1920. " Congratulations Paul. (photos Jan Stellingwerff, click photo for different perspective)
EARLIER TEXT: Let's start easy by giving you the Big hint. It's a Belgian car. Which doesn't mean this is an easy one. You could go and check with the
Belgian constructors at the Royal Veteran Car Club of Belgium. Unfortunately this will not help you as this make is not in their listing. Anyway, we are sure to get some good answers from Belgium, but if any outsider will come close to a good answer...? To give you a last hint, the make vanished in 1910 when it was bought by Imperia.
