What is it?

This looks like an early c.1902/03 Holley Motorette, Light Runabout or Light Touring Car, made by the Holley Motor Company of Davis Street and then 12, Holley Avenue, Bradford, Pennsylvania.

The oldest known and tiller-steered 1902 Holley was brought over and took part successfully in the 1973 and 1991 London-Brighton runs. This is the only car of the five reported to exist which has tiller steering.
